The annual report of the Court of Auditors for the period 2023-2024 has revealed structural problems in Morocco’s mental health system that hinder the implementation of adopted strategies in this field.
The report emphasized that efforts in prevention and promotion of mental health among the general population and specific groups remain insufficient. It also pointed out deficiencies in mental health care provision, both in terms of health institutions and human resources needed to adequately cover the population’s needs, with a lack of comprehensive and equitable territorial coverage.
The report clarified that the bed capacity for psychiatry in the public sector is 2,466 beds, with an average density not exceeding 6.86 beds per 100,000 inhabitants. It also highlighted the inefficient use of available resources and poor organization of health care provision, characterized by the absence of intermediate structures and alternatives to hospitalization, which negatively impacts the capacity of psychiatric hospitals.
In light of these observations, the Court of Auditors recommended implementing an integrated policy with clear guidelines that take into account the major issues of the mental health system, particularly the promotion of mental health, prevention of mental illnesses, and improvement of health care provision. It also called for the development of a legal framework adapted to the specificities of mental health and an inclusive governance system involving all concerned stakeholders.
Furthermore, the Court recommended a multi-sectoral strategy focusing on strengthening prevention, optimizing health care provision, and efficient use of available resources, as well as establishing a harmonized and effective information system for epidemiological surveillance and monitoring.
