Morocco’s “Cities Without Slums” Program: A Step Toward Sustainable Development and Social Justice

In an important intervention, the Secretary of State for National Planning, Urban Development, and Housing emphasized the significant efforts Morocco is making to improve living conditions for the most vulnerable social groups. The royal program “Cities Without Slums” stands out as one of the key government initiatives aimed at eradicating informal housing and improving the quality of life for citizens across various Moroccan cities.

Since the launch of the program, 61 cities and urban centers have been declared slum-free, reflecting the government’s commitment to addressing a persistent challenge in urban development. The program has improved the living conditions of 358,000 families, with a total cost of 61 billion dirhams, of which 14 billion dirhams come from the ministry’s contribution.

The Secretary of State presented statistics showing significant progress in addressing the housing situation of families in informal settlements. The number of families benefiting from the program increased from about 6,200 families between 2018 and 2021 to around 17,700 families annually between 2022 and November 2024, reflecting a remarkable 187% increase.

On the social level, the Secretary of State highlighted that the program not only improved living conditions but also contributed to economic development. Sixty-three percent of beneficiaries received support worth 70,000 dirhams, while 37% received 100,000 dirhams. Furthermore, 70% of the homes acquired are between 60 and 100 square meters, offering adequate quality to meet the needs of Moroccan families.

The program also addresses other social dimensions, such as combating social isolation and providing stability for citizens. Beneficiaries can now choose to live in neighborhoods they prefer, rather than being restricted to social housing areas only.

Economically, the program has significantly contributed to the national economy. The number of licensed projects increased by 14% in 2024, while cement sales rose by 88.88%, and mortgage loans increased by 1.9% up to November 2024. These developments have led to the creation of around 35,000 jobs, enhancing economic and social stability.

The Secretary of State also announced the adoption of a new approach under the 2024-2028 five-year plan, which aims to eliminate the remaining slum dwellings. Support will be allocated to relocate families to new housing units valued at approximately 300,000 dirhams. This initiative builds on the success of the program in providing adequate housing for all Moroccan families.

In conclusion, the Secretary of State reiterated that the “Cities Without Slums” program is a cornerstone of achieving social justice and sustainable development in Morocco. It reflects the government’s determination to improve living conditions for all citizens, without exception.
